GLB is the format modern tools produce and browsers render; OBJ is the format everything older still accepts. That gap is why people convert, and it is also why conversions quietly go wrong: OBJ looks like a single file in a dialog box, but it is really a mesh plus a separate material file, and the moment those two are separated the model loses its look.

Start from the GLB

Convert from the file that still has everything. Converting an OBJ that came from an STL only compounds losses.

Carry the .mtl with the .obj

Keep both files in the same folder with the same base name, or the receiving tool loads grey geometry.

Re-check the mesh

The .mtl is not optional

If a colleague says the OBJ you sent is untextured, the mesh is probably fine — the .mtl did not travel with it (or the texture paths inside it are absolute paths from your machine). Zip the set, or send the GLB instead.

Is OBJ better than GLB?

No — OBJ is more compatible, GLB is more complete. Compatibility is the only reason to make the swap.
